It's easy to endorse the Something Weird offerings. Usually they have great extras that sometimes even rival the main content. These are both in the genre of 'warning' exploitation films about the youth run amok. There is a segment about how Mods enjoy BMX dirtbike racing or something like that...
Salome's Last Dance (1988)
12345678910
Ken Russel's film features a catty depiction of Oscar Wilde, the Mod progenitor.
Velvet Goldmine (1998)
12345678910
In the much abridged and condensed story of the road to Glam Rock we get a glimpse of the Mods somewhere towards the front of the film. Plus copius Oscar Wilde references.
Blow-Up (1966)

Because David Hemmings rips Jeff Beck's smashed guitar from the kiddies and then tosses it away on the sidewalk. Also, mimes playing tennis.
Mod Fuck Explosion (1994)
12345678910

I've never actually seen this film, but it has Mod in the title and I need it to pad out this list.
Belle De Jour (Criterion) (1967)
12345678910
Pierre Clémenti's character exhibits definite Mod posturings.
Get Carter (1971)
12345678910
Michael Caine does Mod thug on the cusp of the Mod Revival.
Dear Wendy (2005)
12345678910

Technically the kids in this film fall in with the Dandies--but once again we may harken back to Oscar Wilde and Aubrey Beardsley, the ur-Mods, while imagining them listening to the Zombies and packing heat.
