Los Angeles Film Critics Association Awards for Best Picture

The LAFCA was founded 40 years after the New York Film Critics Circle but boasts about ten more members. Which is to say: 1975 and 40 members. It also gets the jump on the NYFCC and the National Society of Film Critics by announcing its awards a week or two earlier, i.e., in mid-December. The publications represented vary far and wide: the LA Times, LA Weekly and Variety, for example.

Scan the lists of winners and you'll find that the choices aren't bad, really. And they try to be proactive about making them. The most famous example would be the incident in 1985 in which Terry Gilliam, entrenched in his battle with Universal to get Brazil released, showed the group his own cut - they dubbed it Best Picture even though it hadn't been released yet.
