Who hired Bob Swaim to direct Nathalie Baye?

After 22 years there's not much reason to watch this.
I rented it for Nathalie Baye, but she's sadly miscast here; and Swaim is too conventional a director to be of any help. In fact, he's not much help to any one.
Much of the action takes place in Belleville, and I was reminded of the animated feature. Occassionaly, I replayed some to the funnier moments from the cartoon in my head to relieve the tedious car chases. Not even for Nathalie Baye fans. 5 of 10.
