It is the early 20th century and Tokyo is a budding metropolis. One deranged mystic however, a man called Kato, is obsessed with ruling what he calls his "Perfect City" and guiding its growth. He has intentions of raising the soul of city founder Taira No Masakado and using the warrior's spirit for his own evil ends, but first he must capture the soul of a woman named Yukari, whose psychic powers have been untouched. As her spiritual leaders fail to protect her, the darkest of eternal forces continue to periodically consume her, manifesting themselves in forms as vile and warped as any human could imagine. It would appear that Kato may be poised for a dark victory, but standing in his way are a strange group of heroes who lack experience but make up for it with determination.
