A lot of budget thrown at an incomplete concept. Everything feels overblown and overdramatic, and then there are the weird logic/continuity problems, such as the time The Untouchables ride in on horseback (?!). David Mamet's dialogue just doesn't sing here. Ennio Morricone's soundtrack is about all that makes this worth seeing.
